The Holy Father Pope Francis has appointed Dr. Pier Francesco Pinelli as the Temporary Administrator of Caritas Internationalis.
“I hereby appoint Dr. Pier Francesco Pinelli as Temporary Administrator of Caritas Internationalis, so that, as from 22 November 2022, he may temporarily direct it ad nutum by the Apostolic See, with all the powers of governance, in accordance with common law and the Statutes and Rules of the Institution, and with full authority to derogate from them, should he deem it opportune or necessary,” according to a decree dated Nov. 11 and was released by the Vatican on Nov. 22, 2022.
The Decree also states that “the Members of the Representative Council and the Executive Council, the President and Vice Presidents, the Secretary General, the Treasurer and the Ecclesiastical Assistant shall cease from their respective offices.”
According to Vatican News, the move to change the administration of Caritas Internationalis is “necessary to review Caritas’ norms and procedures and to make necessary preparations for the elections set for the next General Assembly.”
“In order to improve the fulfilment of this mission, it would appear necessary to revise the current regulatory framework to make it more appropriate to the statutory functions of the organization, and to prepare it for the elections to be held at the next General Assembly. With the fervent wish to facilitate the envisaged renewal of the Institution,” according to the decree.
The Dicastery for Promoting Integral Human Development (DPIHD) emphasized that the change of leadership in the organization of Caritas Internationalis is not due to corruption and sexual impropriety but rather an adjustment towards a better program that the church can implement.
“No evidence emerged of financial mismanagement or sexual impropriety, but other important themes and areas for urgent attention emerged from the panel’s work. Real deficiencies were noted in management and procedures, seriously prejudicing team-spirit and staff morale,” according to DPIHD.
To assist Dr. Pinelli with the tasks, Pope Francis also appointed Maria Amparo Alonso Escobar and Rev. P. Manuel Morujão, S.J., as support to Pinelli “for the personal and spiritual accompaniment of the employees.”
Luis Antonio G. Cardinal Tagle will assist the temporary Administrator and will be “responsible in particular for relations with the local Churches and Member Organizations of Caritas Internationalis,” according to the decree.
Caritas Internationalis is a confederation of 162 Catholic relief, development and social service organizations, operating in more than 200 countries and territories worldwide.
