The Presbyteral Council is mandated by the Code of Canon Law of the Roman Catholic Church as a principal consultative body to assist and advise the Archbishop or Bishop in the pastoral governance of the diocese and on matters that concern the pastoral welfare of the faithful.

The members are ex officio (because of the position they hold), elected (vicar foranes who are elected by the parish priests of the vicariates) and appointed (by the Archbishop).

In the Archdiocese of Manila, the presbyteral council usually meets once a month.
