On Ministers of Confirmation

Circular No. 2015-14
16 February 2015

TO:
ALL PARISH PRIESTS, CHAPLAINS, HEADS OF SCHOOLS AND SUPERIORS OF RELIGIOUS MEN AND WOMEN IN THE ARCHDIOCESE OF MANILA

RE:
ON MINISTERS OF CONFIRMATION

Dear Monsignori/Fathers:

Greetings of Peace!

May we inform Your Reverences of our updated list of ministers for the Sacrament of Confirmation in the Archdiocese of Manila.

1.
The Ordinary Minister of Confirmation is a bishop, thus, for the Archdiocese of Manila, they are His Eminence Luis Antonio G. Cardinal Tagle and His Excellency Most Rev. Broderick S. Pabillo.

As a gesture of courtesy, when inviting bishops outside of the Archdiocese of Manila, parish priests or school heads should properly inform the Chancery.

2.
All Vicars General can also confirm in ordinary situations:  Msgr. Rolando R. dela Cruz (cf. Canon 884 §1).

3.
Special grant is given to the following Episcopal Vicars and priests who have faculty to administer confirmation in ordinary situations: Msgr. Jesus-Norriel B. Bandojo, Msgr. Esteban Lo, LRMS, Fr. James Ferry, M.M., Pastors of San Miguel and Quiapo (Black Nazarene) Churches and the Rector of the Manila Cathedral (cf. Canon 884 §1).

4.
All the other faculties previously granted are hereby revoked.

In some exceptional cases, the following is observed:

1.
In cases where parishioners preparing for marriage in their parishes have not been confirmed, the Cardinal has delegated parish priests to confirm such specific cases provided that all provisions of the code with regard to the celebration of the sacrament of confirmation are followed (Canons 879-896).

2.
A parish priest or another duly authorized priest who baptizes an adult or admits a baptized adult into full communion with the Catholic Church (cf. Canon 883 §3).

3.
In danger of death, any priest may confirm (cf. Canon 883 §3).

May we also reiterate that “parents, pastors and parish priests are to see to it that the faithful are properly instructed to receive the sacrament” (cf. Canon 890). Pastoral charity behooves us to provide adequate catechesis and preparation as well as liturgically correct celebrations of the sacrament.

For your guidance and compliance. Thank you very much.

In Jesus’ love,

REV. FR. RUFINO C. SESCON, JR.
