Dear Monsignori / Father / Brother / Sister:

Greetings!

As per request of His Excellency Most Rev. Gilbert A. Garcera, D. D., Bishop of Daet, we are sending you a copy of a circular issued by the Chancery Office of Diocese of Daet, regarding the status of their priests, Father Efren Avenido and Father Roque Bocayo.

Kindly disseminate the information to your parishioners/constituents to ensure that they do not administer any Sacraments in any chapel or church in your jurisdiction.

Thank you very much.

In Jesus’ love,

DIOCESE OF DAET
CHANCERY OFFICE

CIRCULAR
No. 325, Series of 2011-10-27

TO: ALL PRIESTS AND RELIGIOUS OF THE DIOCESE OF DAET

RE: STATUS OF FR. EFREN AVENIDO AND FR. ROQUE BACAYO

We have been receiving queries regarding the status of Fr. Efren Avenido and Fr. Roque Bacayo in the past few weeks.  We have also received reports and complaints that they have been celebrating mass in Metro Manila and in the case of Fr. Avenido, here in the Bicol Region also.

Thus, we would like to reiterate that Fr. Avenido and Fr. Bacayo remain SUSPENDED and thus, cannot discharge their ministerial duties.  Fr. Avenido’s faculties were in withdrawn last February 18, 2008 due to delicta graviora as specified in the Motu Proprio “sacramentorum Sanctitatis Tutela” and Fr. Roque Bacayo was suspended last December 21, 2008 due to violations of [1] Canon 1371, 2°, specifically disobedience to his Ordinary, refusing  parish assignments twice and open resistance to work inside his diocese of incardination; and {2} Canon 1385, known as trafficking in mass offerings, in the context of unlawful manipulation of mass stipends in order to gain or make profit.

We would like you to warn your parishioners and others who maybe misled by these two erring priests.

Thank you and we look forward to your full cooperation regarding this matter.

Given on this 28th day of September, in the year of our Lord 2011, at the Chancery Office, Diocesan House, Diocesan Compound, Gahonon, Daet, Camarines Norte, Philippines.

In Christ,

MOST REV. GILBERT A. GARCERA, D.D.
Bishop of Daet
